well no actually. Problem is just swearing at the english polis isn’t enough. See for example Harvey v DPP (2011) http://www.judiciary.gov.uk/Resources/JCO/Documents/Judgments/daniel-harvey-v-dpp.pdf….there would also need to be element of the officer ( or by standers) feeling threatened, alarmed or distressed etc.
One might speculate that the testimony of a tourist accompanying a young child to that effect would assist in securing a prosecution….

Newsie: does your notion that the word “pleb” is not in common usage extent to the residents of Ruislip where the so called 3rd police officer( actually a member of the elite royal and diplomatic squad) lived?

They would do well to read what Alasdair Gray actually wrote* rather than rely upon Jenny Hjul’s selective quotes, misrepresentation and smear by association.
If Ms Hjul had any journalistic integrity she would have qualified her comments about press reports about racist incidents against English people by pointing out not just the error in reasoning that they contained, but that supported by later published evidence they were disputed and unfounded ( this was reported in The Times the day before her article appeared).
But your point is well made HB, there has been damage done to business’s and reputations but in this instance Ms Hjul’s scribblings in the national press are more to blame than a nuanced essay by an acclaimed author in a previously obscure anthology. Interestingly the editor of the collected works, Scott Hames anticipated the likes of Hjul and others when he said “The Unstated collection assumes in advance ‘that the views of individual writers [will] be managed, “storied”, inflated and filtered in various distorting ways’ during the independence debate, on both sides of the argument. Latest update from Scottish Government re Forth Crossing plans. Decision taken to plan for a rowed wooden barge with two long planks across the deck. This should alleviate the traffic problems for Fife and Lothian says Government spokesman!!!

‘….the wider A83 study, which is about to start’ – perhaps Mr Russell could enquire of Mr Neil why this study (presumably to establish the long term answer to the landslip problem) was not started, and maybe even completed, by now.
When is it actually going to start, and when is it likely to be completed? Perhaps Mr Russell should ask the UN if they could execute this study as part of their third world assistance programme to countries lacking capable government , as a matter of some urgency.

Yet again Transport Scotland manages to backslide on its commitment to sort out the A83.
This organisation is at the heart of Argyll and Bute’s economic woes. Whether it is screwed up ferry tenders; inadequate enforcement of ferry contracts; trunk roads that aren’t fit for purpose; landslides; the failure to deliver a promised (and funded) Irish ferry service; or even an adequate mainland to Campbeltown service, this civil service department is in the midst of the problem.
It really is about time that the Scottish Government subjected it to the full force of proper democratic accountability with a root and branch public enquiry into its failures.

Transport Scotland are incompetent. They reduced vehicle ferry crossings over the Firth of Clyde to a single private operator with no price control. No consideration was to the fact that the ferries offered a viable alternative to the A83 should it be closed. Indeed for many it might be a preferable alternative were prices not so high.
