Council CEO’s top down modernisation plan backed by SNP Group

Argyll & Bute Council’s CEO, Sally Loudon, has proposed a Modernisation Plan which will see changes at the very top of the Council’s management structure.

The current 4 Directors would come down to 3; the current 15 Heads of Service would come down to 12 and, although the purpose of the plan is to streamline the operation of the council rather than save money, it will nevertheless see £370,000pa knocked off expenditure.

The SNP Group of Councillors have backed the Plan, with Group Leader, Councillor Robert McIntyre from Bute, said: ‘I think the people of Argyll & Bute will be appreciative that this is a process which starts at the top rather than disrupt staff at the frontline’.

The plan is to go to the Council today (26th November) and it was at a meeting on Tuesday, where they scrutinised the plan, that the SNP Group made their unanimous decision to back the initiative.

    closed toilets , primary school children denied a school lunch ………… what do the snp group and deputy council leader snp robert mcintyre have to say about these issues ?

    Front line services have be cut so far the the bones that there are no more cuts there to be made.
    1 director out of 4 and 3 heads of service out of 15 is no where near enough. Want is required is a complete and total review of the whole managment structure, from top to bottom, within the Council. Its a simple fact that their are to many Chiefs and not enough Indians and it is the managment with their higher wages and therefore high pensions inespecially that take up a larger percentage of the wage buget.

    Good comment Spike…………………..and thats exactly what is happening. The Council has to have the right management and departmental structure to be best placed to face the challenges and opportunities ahead. I think this is a positive start.

    I would be interested to know who is undertaking this review of the whole management structure. It is a fact that at whatever management level a review is undertaken they will always review the levels below themsevles and not those around or above.
    Cllr Simon makes the point about having the right managemant and departmental structure in place, has is only right, but if I can add a few other words that are sometimes sadly lacking when talking about management within Councils and they are ability, efficiency and competency. It is often said that people who work in the public sector are only there because they lack the ability to work in the priavte sector.
    Will the management that over saw the introduction of single status, with it’s financial problems now being felt by the Council, be having their poistions reviewed or will their pals gather round to sweep it under the carpet.
